摘要:本文從移民網(wǎng)絡(luò)的角度探討了區(qū)域貿(mào)易協(xié)定(FTA)締結(jié)的動(dòng)因問(wèn)題,提出并證明了“移民網(wǎng)絡(luò)促進(jìn)FTA締結(jié)”這一假說(shuō),并發(fā)現(xiàn)移民網(wǎng)絡(luò)因素的加入可以將既有FTA締結(jié)動(dòng)因相關(guān)研究的模型預(yù)測(cè)準(zhǔn)確率提升約4%,具有重要的意義。進(jìn)一步的機(jī)制檢驗(yàn)發(fā)現(xiàn),移民網(wǎng)絡(luò)主要通過(guò)促進(jìn)雙邊貿(mào)易流來(lái)提升兩國(guó)FTA的簽訂概率,表現(xiàn)為“移民網(wǎng)絡(luò)—國(guó)際貿(mào)易—FTA締結(jié)”這一核心發(fā)生機(jī)制。本文拓展性的細(xì)化研究還發(fā)現(xiàn),無(wú)論從時(shí)間趨勢(shì)或FTA締結(jié)數(shù)量而言,移民網(wǎng)絡(luò)對(duì)FTA締結(jié)所起到的促進(jìn)作用都呈現(xiàn)出邊際遞減規(guī)律;“移民網(wǎng)絡(luò)國(guó)際貿(mào)易FTA締結(jié)”機(jī)制在“南-北”國(guó)家對(duì)組合中會(huì)得到增強(qiáng),但在“北-北”國(guó)家對(duì)組合中的表現(xiàn)相對(duì)較弱。本文的結(jié)論意味著,移民網(wǎng)絡(luò)是發(fā)展中國(guó)家參與區(qū)域經(jīng)濟(jì)合作的重要資源,在當(dāng)前貿(mào)易自由化多邊進(jìn)程受阻、逆全球化思潮涌動(dòng)、國(guó)際秩序和規(guī)則面臨重塑的背景下,充分發(fā)揮和利用“移民紅利”,對(duì)我國(guó)FTA戰(zhàn)略的推進(jìn)及世界FTA領(lǐng)域“中國(guó)范本”的探索有重要意義。

摘要:近年來(lái),盡管中國(guó)企業(yè)雇傭大學(xué)生的比例在增長(zhǎng),但出口產(chǎn)品質(zhì)量卻沒(méi)有發(fā)生顯著地提升,形成了所謂的出口產(chǎn)品“質(zhì)量變動(dòng)之謎”。本文將企業(yè)異質(zhì)“雇傭結(jié)構(gòu)”引入Hallak & Sivadasan2013)模型,探討勞動(dòng)投入與出口產(chǎn)品質(zhì)量之間的關(guān)系,并試圖結(jié)合企業(yè)技能投入和中間品投入質(zhì)量的互補(bǔ)性對(duì)“質(zhì)量變動(dòng)之謎”進(jìn)行解釋。利用經(jīng)濟(jì)普查、工業(yè)企業(yè)和海關(guān)匹配數(shù)據(jù)進(jìn)行實(shí)證檢驗(yàn),結(jié)果發(fā)現(xiàn):(1)雇傭結(jié)構(gòu)升級(jí)對(duì)出口產(chǎn)品質(zhì)量起到正向促進(jìn)作用;(2)雇傭結(jié)構(gòu)與企業(yè)中間品投入質(zhì)量具有互補(bǔ)性,中間品質(zhì)量越高,雇傭結(jié)構(gòu)對(duì)出口產(chǎn)品質(zhì)量的促進(jìn)作用越強(qiáng);(3)現(xiàn)實(shí)所觀(guān)察到的出口產(chǎn)品“質(zhì)量變動(dòng)之謎”部分源于進(jìn)口中間品占比的大量下降所導(dǎo)致的中間品投入質(zhì)量的下降,雇傭結(jié)構(gòu)升級(jí)對(duì)質(zhì)量的提升作用受到了中間品質(zhì)量下降的拖累,未能充分地發(fā)揮出其應(yīng)有的質(zhì)量升級(jí)效應(yīng)。總之,在“貿(mào)易大國(guó)邁向貿(mào)易強(qiáng)國(guó)”的攻堅(jiān)期,雖然高學(xué)歷勞動(dòng)力供給的增長(zhǎng)有助于中國(guó)產(chǎn)品質(zhì)量的提升,但這一過(guò)程亟需匹配相應(yīng)高質(zhì)量的中間產(chǎn)品投入。因此,進(jìn)一步推進(jìn)中間品貿(mào)易自由化和國(guó)內(nèi)中間品供給能力是破解質(zhì)量升級(jí)難題的重要手段。

ABSTRACT: China is playing an increasingly important role in the international aid system, attracting widespread attention both at home and abroad. Chinese scholars, based in China, have a deeper understanding of China’s political and economic system and China’s foreign aid policies and practices. This article analyzes China’s academic schools and points in foreign aid. National leaders’ Philosophy of foreign aid is the core of Chinese aid policy. But Chinese scholars have different views on whether China has formed a systematic foreign aid theory. They also have conflicts in the scale of China’s foreign aid and its status in the international aid system. Some Chinese scholars put forward ‘new modes’ for its aid. Through a review of the literature, this article explores China’s four core motivations: political, diplomatic and strategic motivation, economic motivation, development motivation, and humanitarian motivation.

Abstract: As the world's most energy-consuming and carbon-emitting country, China faces enormous pressures on energy conservation and emission reduction, and improving energy efficiency is one of the most important ways to save energy and reduce emissions. Using the city-level panel data in China during 2013–2017, we apply the global non-radial directional distance function (NDDF) to estimate the global unified efficiency (GUE) of each city as well as their driving forces, and identify the change of efficiency performance. The results indicate that the average GUE changed?1.0%, 1.2%, 6.0% and 7.0% during 2013–2014, 2014–2015, 2015–2016 and 2016–2017, respectively. The more developed Central China and the relatively underdeveloped Northwest China have high GUE, while the lower GUE exists in the Northeast and North China regions with greater industrial transformation and upgrading pressures. In general, the global unified efficiency of each region increases over time.

ABSTRACT: Coal resources play an important role in socioeconomic development around the world. Yet the development driven by coal mining is accompanied by ecological damage, social instability, and economic vulnerability, which seriously hinder the sustainable development of coal mining cities. It is, thus, urgent to realize the sustainable development of coal mining cities, premised on comprehensive and scientific analysis of these cities’ vulnerability characteristics. In this study, based on the analysis of the social-economic-natural compound ecosystem (SENCE), we constructed a vulnerability evaluation indicator system (28 indicators) for coal mining cities. Took cities producing more than ten million ton of coal in China in 2015 as examples, the weight of every indicator was obtained using entropy weight method. In addition, cities were ranked and classified based on vulnerability characteristics of three subsystems. Our findings suggest that preventing soil erosion, accelerating the resolution of historical problems, promoting green mining, and encouraging renewable energy should be adopted to reduce natural vulnerability; resettling the unemployed and adjusting employment structure are effective in enhancing the sustainability of social subsystems; changing industrial structure, encouraging self-employment, as well as implementing scientific and technological innovation should be considered to realize economic sustainability.

ABSTRACT: The development of metro systems has shortened the travel distances and density within cities, and promoted the transformation of urban transportation, which has had an impact on traffic energy consumption. Based on data from 81 cities in mainland China with a permanent population of more than one million from 2003 to 2016, this paper uses the difference in differences (DID) method to study the impact of urban metro systems on transportation energy consumption in China. The results show that after the opening of the city subway, per capita traffic energy consumption decreased, indicating that subways reduce energy consumption in urban areas; there exists a “U” relationship between metro operation intensity and per capita traffic energy consumption. The average level is far from the inflection point value, which indicates that an increase in metro operation intensity has the effect of improving traffic energy consumption. However, the marginal benefit of reducing urban traffic energy consumption is gradually decreasing. Further research has found that the metro system can reduce the distance travelled by cars by replacing the use of traditional automobile transportation, thus reducing transportation energy consumption.

摘要:利用外資是中國(guó)構(gòu)建開(kāi)放型經(jīng)濟(jì)新體制的重要內(nèi)容,在目前經(jīng)濟(jì)增長(zhǎng)轉(zhuǎn)型時(shí)期,如何積極有效地利用外資推動(dòng)經(jīng)濟(jì)高質(zhì)量發(fā)展是當(dāng)前面臨的重要任務(wù)。在此背景下,本文利用中國(guó)大量微觀(guān)企業(yè)數(shù)據(jù)和外商引資政策中的《外商投資產(chǎn)業(yè)指導(dǎo)目錄》,從引資政策精準(zhǔn)導(dǎo)向的視角,采用雙重差分法評(píng)估了其對(duì)制造業(yè)產(chǎn)業(yè)升級(jí)的政策效應(yīng),有效控制了計(jì)量模型中可能存在的內(nèi)生性問(wèn)題。研究發(fā)現(xiàn),外商引資政策通過(guò)《產(chǎn)業(yè)指導(dǎo)目錄》的精準(zhǔn)導(dǎo)向,對(duì)中國(guó)制造業(yè)產(chǎn)業(yè)升級(jí)具有積極的促進(jìn)作用,且在考慮了識(shí)別假設(shè)條件和其他穩(wěn)健性檢驗(yàn)之后仍然成立。進(jìn)一步檢驗(yàn)發(fā)現(xiàn),外商引資政策對(duì)制造業(yè)產(chǎn)業(yè)升級(jí)的促進(jìn)作用,主要通過(guò)企業(yè)間的資源再配置和要素配置效率的提升所致,研發(fā)創(chuàng)新驅(qū)動(dòng)的產(chǎn)業(yè)升級(jí)渠道并未起作用,且這一政策效應(yīng)主要作用在資本密集度、國(guó)企占比和市場(chǎng)化程度均較低的城市以及中西部地區(qū)。因此,在目前《外商投資準(zhǔn)入負(fù)面清單》的管理模式下,采用《鼓勵(lì)外商投資產(chǎn)業(yè)目錄》等方式持續(xù)優(yōu)化外商投資導(dǎo)向仍具有積極的政策含義。

摘要:發(fā)展與援助在二戰(zhàn)后的制度化結(jié)合是現(xiàn)代援助體系誕生的標(biāo)志,對(duì)外援助的道德屬性被框定為幫助受援國(guó)實(shí)現(xiàn)發(fā)展。但在現(xiàn)實(shí)中,西方和中國(guó)常質(zhì)疑彼此的援助道德動(dòng)機(jī),前者認(rèn)為后者的基建援助是“新殖民主義”、“債務(wù)陷阱”,后者認(rèn)為前者的軟性援助人員費(fèi)過(guò)高、口惠實(shí)不至、干涉他國(guó)內(nèi)政。本文嘗試在國(guó)際政治經(jīng)濟(jì)學(xué)框架下,將對(duì)外援助決策的規(guī)范建構(gòu)與理性選擇雙重屬性理論化,發(fā)掘一國(guó)產(chǎn)業(yè)結(jié)構(gòu)與對(duì)外援助政策間的關(guān)聯(lián)性,以解釋西方與中國(guó)對(duì)外援助的特征差異和誤解來(lái)源。即發(fā)展通過(guò)中間變量——產(chǎn)業(yè)結(jié)構(gòu)分解出發(fā)展理念、發(fā)展資源和發(fā)展壓力等作用機(jī)制,影響了一國(guó)對(duì)外援助的部門(mén)分配,工業(yè)國(guó)傾向基礎(chǔ)設(shè)施與生產(chǎn)性援助,第三產(chǎn)業(yè)國(guó)則偏好投放專(zhuān)業(yè)服務(wù)類(lèi)援助。在全球價(jià)值鏈分工視野下,中國(guó)對(duì)外援助的偏好和結(jié)構(gòu)具備合理性和正當(dāng)性,不同援助方的發(fā)展援助既會(huì)產(chǎn)生競(jìng)爭(zhēng),也可互補(bǔ)共生,進(jìn)而更好地推動(dòng)2030愿景和新型全球治理實(shí)現(xiàn)。

摘要:近年來(lái),國(guó)際市場(chǎng)不景氣、全球貿(mào)易緊張局勢(shì)升級(jí)擴(kuò)大、本國(guó)貨幣大幅貶值等一系列不利沖擊,導(dǎo)致非洲大多數(shù)國(guó)家債務(wù)風(fēng)險(xiǎn)陡升,債務(wù)可持續(xù)性面臨較大挑戰(zhàn),爆發(fā)債務(wù)危機(jī)的可能性大大上升。為防止債務(wù)危機(jī)發(fā)生,非洲國(guó)家與國(guó)際社會(huì)需要共同努力。從非洲國(guó)家來(lái)說(shuō),長(zhǎng)期應(yīng)積極調(diào)整產(chǎn)業(yè)結(jié)構(gòu),大力發(fā)展國(guó)內(nèi)債務(wù)市場(chǎng),提高經(jīng)濟(jì)抗擊外部沖擊的能力;短期應(yīng)調(diào)整財(cái)稅政策,加強(qiáng)債務(wù)管理,以降低債務(wù)風(fēng)險(xiǎn),維持債務(wù)的可持續(xù)性。作為非洲國(guó)家的債權(quán)國(guó)之一,面對(duì)非洲債務(wù)風(fēng)險(xiǎn)的上升,中國(guó)應(yīng)在繼續(xù)支持非洲各國(guó)基礎(chǔ)設(shè)施建設(shè)和經(jīng)濟(jì)發(fā)展的基礎(chǔ)上,優(yōu)化現(xiàn)行債權(quán)結(jié)構(gòu),謹(jǐn)慎借貸,貸前開(kāi)展嚴(yán)格的可行性分析,確保項(xiàng)目的經(jīng)濟(jì)社會(huì)環(huán)境的可行性及借款國(guó)的貸款償還能力,同時(shí)敦促債務(wù)國(guó)加強(qiáng)債務(wù)管理,防止債務(wù)違約的發(fā)生。

摘要:本文利用2002-2014年中國(guó)對(duì)120個(gè)國(guó)家提供的援助與受援國(guó)出口數(shù)據(jù),研究了中國(guó)對(duì)外援助對(duì)受援國(guó)對(duì)華出口能力提升的影響。研究表明:中國(guó)對(duì)外援助促進(jìn)了受援國(guó)對(duì)華出口規(guī)模擴(kuò)大,提高了受援國(guó)對(duì)華出口能力,這對(duì)于提高受援國(guó)自主發(fā)展能力和滿(mǎn)足國(guó)內(nèi)消費(fèi)需求來(lái)說(shuō)都是有利的,符合中國(guó)對(duì)外援助“互利共贏(yíng)”的基本原則。異質(zhì)性檢驗(yàn)發(fā)現(xiàn):中國(guó)對(duì)外援助促進(jìn)了符合受援國(guó)比較優(yōu)勢(shì)的制造業(yè)產(chǎn)品,尤其是中低端制造業(yè)產(chǎn)品對(duì)華出口能力提升,并未促進(jìn)農(nóng)產(chǎn)品等非制造業(yè)產(chǎn)品以及初級(jí)品和資源品等制造業(yè)產(chǎn)品對(duì)華出口能力的提升,從而較為全面地駁斥了西方國(guó)家提出的“資源掠奪論”等負(fù)面觀(guān)點(diǎn);中國(guó)對(duì)外援助不僅促進(jìn)了非洲國(guó)家對(duì)華出口能力提升,也促進(jìn)了非洲以外其他受援國(guó)對(duì)華出口能力提升,尤其是中低收入受援國(guó)對(duì)華出口能力提升;中國(guó)“促貿(mào)援助”并未顯著促進(jìn)受援國(guó)對(duì)華出口能力提升。作用機(jī)制檢驗(yàn)發(fā)現(xiàn),受援國(guó)工業(yè)發(fā)展在中國(guó)對(duì)外援助促進(jìn)受援國(guó)對(duì)華出口能力提升方面起到了部分中介效應(yīng)。

內(nèi)容提要:近年來(lái),中國(guó)對(duì)非援助常常在國(guó)內(nèi)引發(fā)爭(zhēng)論。其中的一個(gè)重要觀(guān)點(diǎn)是,中國(guó)在自身尚有眾多貧困人口的情況下為什么還要把錢(qián)送給遙遠(yuǎn)大陸上的外國(guó)人。本文嘗試對(duì)此問(wèn)題進(jìn)行回答。本文在對(duì)國(guó)家利益以及國(guó)際發(fā)展援助的動(dòng)機(jī)進(jìn)行分析的基礎(chǔ)上,對(duì)中國(guó)對(duì)非發(fā)展援助的動(dòng)機(jī)及其與國(guó)家利益的關(guān)系進(jìn)行了深入闡釋。論文首先對(duì)中國(guó)在計(jì)劃經(jīng)濟(jì)時(shí)期對(duì)非援助的政治利益進(jìn)行考察。其次,則分析了改革開(kāi)放時(shí)期中國(guó)與非洲之間互利雙贏(yíng)的發(fā)展合作伙伴關(guān)系,援助對(duì)發(fā)展這一伙伴關(guān)系的重要作用。在新時(shí)代,中非發(fā)展合作的成功經(jīng)驗(yàn)將會(huì)增強(qiáng)中國(guó)在全球發(fā)展治理中的話(huà)語(yǔ)權(quán)與影響力??偲饋?lái)看,一方面,中國(guó)對(duì)非發(fā)展援助與中國(guó)的國(guó)家利益是密切相關(guān)的。另一方面,中國(guó)的對(duì)外援助又超越了簡(jiǎn)單的國(guó)家利益,而成為構(gòu)建人類(lèi)命運(yùn)共同體的重要實(shí)踐。

Abstract: Since the new millennium, several shifts in international development cooperation have brought a series of challenges to the traditional ODA model, typically adopted by the OECD-DAC members. The ‘development cooperation public-private-partnership’, featuring incorporation of private sector actors and business models into development cooperation, is an important driving force. This article aims to examine the origin, concept and mechanism of the new model of ‘development PPP’, and discuss some main problems that have already occurred or will likely occur in practice. It also compares the Northern ‘development PPP’ model with the Chinese ‘development package’ model and see how likely for the two to learn from each other. It is argued that, the inclusion of non-governmental actors, especially that of private sector, has become an irresistible trend in global development cooperation and China has been a pioneer in this regard. Having that said, China needs to further systematize and theorize its rich practices of ‘development package’, and establish relevant agencies and carry out more concrete and practical policy measures to boost PPP and combine commerce with aid in delivering development cooperation. This will pave the way for the further development of the ‘package’ model, and help form effective dialogue with its Northern counterparts. In this process, China needs to take full consideration of its specialty as a developing country from global south and make further efforts trying to reshape and lead the discourse in the global development cooperation arena.

摘要:隨著中國(guó)經(jīng)濟(jì)的快速崛起以及參與世界貿(mào)易體系程度的不斷加深,中國(guó)與世界各國(guó)和地區(qū)之間的政治、經(jīng)濟(jì)交往日益密切。2000年中非合作論壇的開(kāi)啟,使中國(guó)與非洲大陸各個(gè)國(guó)家在經(jīng)濟(jì)、貿(mào)易等方面的關(guān)系逐漸升溫。2019年中國(guó)已經(jīng)連續(xù)十年成為非洲第一大貿(mào)易伙伴國(guó)。作為聯(lián)系中非貿(mào)易的樞紐橋梁,海上交通航線(xiàn)的發(fā)展受到了廣泛的關(guān)注。港口作為海上貿(mào)易過(guò)程的關(guān)鍵一環(huán),中非港口合作的進(jìn)展和效果對(duì)于推進(jìn)兩地區(qū)間貿(mào)易,推進(jìn)“一帶一路”的建設(shè)具有重要指導(dǎo)作用。本文著重分析了非洲港口市場(chǎng)的現(xiàn)狀和競(jìng)爭(zhēng)環(huán)境,以及中非港口的交流與合作的現(xiàn)狀,分析中國(guó)參與非洲港口市場(chǎng)存在的有利和不利因素,并對(duì)未來(lái)中非港口合作的有效推進(jìn)提出政策建議。
