China’s new white paper on international development cooperation has spurred a renewed debate around the Chinese government’s aid. It’s the third such white paper that China has published on its development efforts, and the first since 2014. At around 26,000 Chinese characters, it is even longer than the previous two papers combined.

The official document casts light on how China’s aid program has grown and evolved since 2014. For example, it echoes the new initiatives Chinese leaders proposed in the past years, including “a global community of shared future” and the Belt and Road Initiative.

2. Huang Meibo, Niu Dongfang, How China Lends: Truth and Reality, Global Times, 2021.7.25

In March 2021, western thinktanks issued a report titled “How China Lends: A Rare Look into 100 Debt Contracts with Foreign Governments” (hereinafter referred to as “the report”). This article argues that the argumentation method and process of the report lack scientific basis, and its conclusions are therefore untenable. The contract samples used in the report fail the test of legality, authenticity and relevance of evidence. And the article responds the report on confidentiality clauses, on “No Paris Club” clauses and on special contract terms .
